What the Government should do in solar

1. Grant basic right status to every citizen to use his own source of power subject to pollution laws and safety of the person and his neighbor/locality and population.
2. Shoot down any attempt by Grids to violate the above.
3. Penalize those grids that do not buy excess electricity produce by rooftops. Price to be decided by reverse auction.
4. Give as much importance to energy efficiency as energy production.
5. Do an honest financial and technical analysis of cost of solar installation Vs cost of setting up a Grid.
6. Allow energy efficiency and solar lending as a priority sector.
7. Pass law that solar scams will lead to life imprisonment without electricity.
8. Invest $1 Billon in a poly silicon plant with wafer and cell producing facilities and produce cells at least at 3rd highest efficiencies and no less. This will help the new company keep itself upto date with the world wide improvements at lower costs. Plants can be purchased at end of any recessionary cycle.
9. Put only 1% tax on solar energy apparatus (let them have it I say).
10. Add 1% tax on DG set Diesel.
11. Improve R&D and set up incubation fund for new technologies. Source of funds in points 9 and 10.
