Urban roof top solar PV in India
For URBAN RICH esp flats and offices, it shall be made mandatory as the 3 days blackout in July 2012, in the Most unsustainable city called GURGAON (NCR) had virtually killed many in hospitals, lifts (food less and with less oxygen for the trapped!!) etc, thus, Roof top pv is a life saving solution with ownership with IT holiday and not FiT instead on APPC costs through excess energy upload through NET METERING.
Indian URBAN roof top PV can only be successful and responsiblity with accountability (without MNRE subsidy) only when:
1). To acquire the system at market price of Rs. 65 to 70k/kw, through IT holiday for 4 to 6 years (equal to the system cost as maximum IT holiday) shall be given with net metering (if no risk to LT system, without any safety hazards for 25 years) or simply let it be off grid for their residential or office use with a meagre minimum monthly payout to compensate the IT rebate taken (due to no net metering).
Let this IT holiday repayment be over 10 years, no issue. At least black out situation can be handled / avoided. Please note that Roof rights need not be a cause of worry as the Individuals own the system or the Society of Apartment owns the system with the collective IT holiday of Flat owners or shop owners.... hence, no FiT greed. This will act as a Solar PV generator instead of DG generator... those who can afford battery can go for it, but, without any life risk like UPHAAR CINEMA...in Delhi....
2). If LT system for the large commercial roof or hospitals, permit net metering, then, let the system owner install on IT holiday basis and adjusts the units consumed and also generates 50% more kwh to pay back the IT holiday claimed through NET METERING policy, hence, DISCOM buys (adjusts) at APPC, thus, no greed of capital subsidy or FiT, but, solar harvesting takes place with URBAN RICH to pay back the IT HOLIDAY claimed !! thus, good for INDIAN economy. If the system is not maintained properly, then, no meter adjustment, hence, they have to pay the energy bill !!
For Roof top pv in INDIA, to avoid the greed of FiT and Capital Subsidy (without middle men / channel partners only to suck subsidy or take AD benefits / agencies / babus),
through IT Holiday, this is the best model and also pay back the IT HOLIDAY taken over 10 or 15 years through excess energy generation over and above their actual consumption.., no problem.... every body is the winner with such Solar Harvesting..... The doubts on paying during house lock out or during holiday etc will not arise as you are owner due to your income tax holiday claim....!!!!
DERC instead of favouring (with a rubbish rs. 9/kwh) few large industry house (which is taking away Accelerated Depreciation benefits no tax payment nor recovery from such industry, hence, allow an individual to get Income tax holiday to quickly own the system) with such roof renting through net metering to make poor people to pay through DISCOMs!!
