Solar PV project in Gujarat, India
What is existing in Gujarat, India:
a). GoG has funded (long term debt) TATA NANO of Rs. 2100 Crore at 0.15% interest per annum for 20 years to create jobs in Gujarat by shifting their plant. Hence, funding by the government at a very low interest rate is feasible and has precedence.
b). Our business model envisages 3 Entrepreneurs per 10 or 20 MW Solar PV power project in every taluka with interest subsidy to have the rupee term interest of 2%. If a FI gives a loan at 8%, government shall pay the remaining 6%. We can seek such funds from International agencies who are committed to Global Climate change etc.
c). A 15 MW solar pv plant as per our company design, which allows the land below the solar PV panels to grow vegetables or to store food grains etc (i.e for multi purpose) and needs only 2.5 acres/MW (instead of 5 to 6 acre/MW as done in Charanka) and our solar pv project costs around Rs. 135 Cr/ 15 MW i.e Rs. 9 Cr/MW (max). This provides an employment of 200 people or more / Project.
d). Am negotiating for a 10 to 15% Equity and 85% to 90% debt at low cost with EPC from Abroad companies with such funding agencies. Through your network group, you can also think of arranging the Debt fund due to Interest subsidy envisaged. Private Equity can be envisaged, but, needs a secured and win-win business model to support the first time / first generation entrepreneurs with salvage value creation.
Our company has no funds, but, as sweat equity and NICHE design (seed funding is already invested by me over these years), implementation, and support for 25 years, we want to have 5% of solar pv project equity, which will be 30% stake holding as the equity is only 15% as we envisage 3 Entrepreneurs per project.
If Governmentt of Gujarat or any other state can sign PPA for Rs. 5.5/kwh with 5% escalation of tariff per year for the first 10 years, pay the interest subsidy, also arrange Equity loan to the first generation entrepreneurs at 2% (pls note Tata got at 0.15%!!), we can arrange the Debt fund from Clean tech fund / Government / kfw / IREDA or FII or such agencies, thus, we can have many small entrepreneurs and ONE project of 15 MW solar pv in EACH TALUKA after our 5 PILOT project testing.
Advantage to the GoG or any state:
1) It can buy solar PV at a very low tariff of rs. 5.5/kwh, instead of 10 or 15 rupees/kwh.
2). GoG or any state or center need not provide Accelerated Depreciation to the corporate companies to put up solar PV plant, hence, can collect taxes from these companies who are jewelers, Bollywood actors, real estate or aloo chips makers, textile people etc who are putting up only to avoid tax payment through Accelerated Depreciation. Thus, we can create new, young and first generation engineers who have knowledge in Solar to develop the projects with mentoring to provide low cost energy to the common man and also reduce the existing burden due to Charanka which is buying solar PV power at rs. 15/kwh, which a common man of Gujarat is paying through nose.....but, only Charanka area is developed, whereas we wish to develop every taluka that too with Agriculture GDP increase.
