Solar PV is a best fit for rural development initiatives
Jammu and Kashmir did not improve since 65 years of Independence with additional subsidies both in political power and financing from Centre, as pointed out, in the "Current set up" it may sound is not feasible, but, INDIAN states are having Federal Autonomy with political stability and can realize projects in Every Taluka.
One need to understand the wrong vision of 1 MW by Rajasthan due to the evacuation of 1 MW i.e a meagre 5000 kwh per day/mw, which with transmission losses (technical) is not a viable solution, hence, RREDL had to withdraw the tender..... is ordinary home science, arts and commerce graduates cum IAS start devising policy for undue benefits for the land owners, then, you will have Rajasthan like tender spex.
Too much of greed to avoid tax payment by business houses or cinema actors with high tariff support like rs.15/kwh, then, Charanka PARK failure as many are not functioning and people of Gujarat through GUVNL have asked to pay back due to such wrong policies again by vested interests through IAS. Am i sounding against IAS, no, but, am trying to address the COST TO THE COMMON MAN be it IAS, Wharton, Cambridge or Oxford or IIT educated..... Common sense, when, it becomes uncommon, then, we have problems... Technology related policies shall be formed with the support and guidance of experts in Technical field called ENGINEERS and not Advisors or Consultants only.
Off grid or Mini Grid with 1 to 2 MW in the area where the Grid is not existing (around 100,000 villages, which are called as hamlets, out of a total 650,000 villages in INDIA), shall be electrified with local grid like the poles what we have in cities with safety measures, so that in future, if a grid line passes, then, it can be hooked up..... Thus, Rs.90,000 Crore, KEROSENE SUBSIDY given out yearly by the Centre can be put to best use with these 1MW or 2 MW with MINI GRID (off grid) solutions to help the tribal people etc.... Even if this power is given free to these deprived people, it saves the Kerosene subsidy and their lungs from burning kerosene in the night... (any ways many Crore pati Farmers in Punjab are getting free power, so why not these poor people of India??)...... what is most important is the COST TO THE COMMON MAN and the most important Common Sense approach with rural needs....
