Solar PV developing in China
Can some of those are following China reply the following:
a). What is the break up of existing solar PV manufacturing capacity viz Polysilicon manufacturers, Ingot manufactures, Wafer, Cell and Panels with actual production in place and Idle capacity.... parallel-ly compare with INDIA too
b). China is reported to have added 13 GW (13,000 MW!) in the last ONE year. Break up of Polycrystalline, Thin film and CSP may please be indicated and how much is imported and how much is sourced indigenously.
c). What is the tariff per kwh (even if the range of this kwh as per region or province is also ok) for such high capacity addition and how many utilities (DISCOM) bought this energy and how many THIRD PARTY PPAs were involved.
d). Project Owners main details i.e how much is private participation with capacity cap per Project developers (both large and small) and in which region or province with Irradiation details.
How much capacity was developed by the Government Owned project developers like in INDIA NTPC, NHPC, BHEL etc.
e). Important aspects like Interest rate for accessing the Equity and Debt, Tax holidays or income tax exemption or any other subsidies etc.
f). Break up of 13 GW in terms of Grid connected MW scale, Off Grid, Roof top solar pv, Canal roof top or such crazy ideas etc.. with cost per MW, so that we can think of advising (or APING China) the so called policy makers, Project Developers etc...
Japan is a very specific case due to Fukushima and high tariff support was justified to create business opportunity and also to increase the consumer spending as this country was in long recession of over 20 years and we can't compare with such ideas only on Capacity addition. Now, the tariff is reduced there also... Still the base load is a problem in Japan too and needs to depend on imported raw material be it Coal or Uranium / Gas etc .
Germany after playing election drama or games with roof top solar PV with high tariff support has now reduced the tariff and will also take few more drastic steps too, so, do not copy or APE German system (like Gujarat played in 2009 to 2011 during elections to support with high tariff of rs.15/kwh)...
What is more intriguing is that many Indian State Governments have federal autonomy to create new or concurrent policies on Solar with stable and sound political majority including Gujarat, but, are not developing Solar PV with low cost, but, are finding ways to help Large Corporate cost or Crony business houses to avoid paying taxes with Interest free loans or very cheap loans at 0.105% interest rate per year etc.... Is this Crony capitalism or Democracy with Federalism or Capitalistic Anarchy-ism../?
