Solar power is the most powerful energy

In fact from the experts of the Solar Energy Field I am looking for such detailed inputs which I am sure will benefit many new entrants like me. My points / questions are:

Since residential units are normally small (1, 2, 3 KW) and they are always using some power, only net surplus has to go to the grid. This may be very small quantity. Do we have equipment to measure such small inputs to the Grid? Secondly does it really get measured by the recipient (Grid) also?
Or is it advisable to first always supply to grid and then take supply from grid and get NET BILLING.? I am not sure whether Indian DISCOMS are doing it.
What happens when Grid is down due to (a) maintenance, (b), system break down (C) when grid is overloaded-- high Voltage etc.
The most important, do they (DISCOMS) actually pay you for the miniscule power bought from Residential Solar units?

The answer to this question has already been answered in Germany. In a net metering system usually to grid takes all the electric power produced. In the case when the grid is down the solar system must be turned off so that the line men are not hurt. I guess the people of India have never seen an off the grid solar system. We have many locations that are grid connected and yet these off the grid solar electric systems (with solar inverter) handle up to 99% of the electrical loads for homes and industrial sites. I know of a few locations in India where these off grid solar systems are going to be installed. Sometimes people are not sure if solar electric systems are practical. If solar electric systems were not practical; why would India want 53 GW by 2017? We need to understand two things. The most powerful energy known to man is the sun's energy. We also need to know that solar electric along with solar thermal and wind and yes even hydro electric will replace coal and diesel for generating electric power. We have two terms that not everyone is aware of. Mini grids feed the grid and micro grids feed towns. Mini grids are none other than solar and wind farms. No matter what Renewable Energy is here to grow and replace fuels. These are facts not fiction.
