Solar power in villages
When the 100,000 villages (hamlets as defined in Policy making) are not having solar power or any power despite highly sucking RGGVY (Rajiv Gandhi Grameen Vidyut Yojana) with 90% subsidy (in many cases, after sucking the subsidy the plant and equipment are not seen in shape and the plants are not producing the power in remote jungles??), mulling or planning such mega projects questions the vision of INDIA with its priority.
Yes, we understand that BHEL is ensuring order book for its forced political investments being made in a political constituency of a Minister to manufacture the solar PV panels…i.e a boss pleasing INDUSTRY POLICY rather than INDIA FIRST POLICY !!, nevertheless, INDIA needs additional capacity of good panels manufacturing company at low costs with a firm raw material supply chain with job creation and also to increase Manufacturing GDP.
What is more important that every taluka where 1.5 MU/MW/Year of Solar PV energy can be generated (pls note that we have 4500 such talukas), we can have 15 MW solar PV plant (a 62.5 GW project opportunity through new generation entrepreneurs on DEG model with low cost debt funding!!) with 100 Acres dry land / Taluka (which is easily possible ) and increase irrigation in that dry land through CSR measures to divert very few kWH from the solar pv plant to pump the ground water and store in open Ponds near by the project area, which will act as rain water harvesting. Thus, Energy security and Food security apart from GREAT SAVINGS ON Transmission and Distribution costs as one can easily up load / evacuate the power by using the existing substations or we can spend very little amount to strengthen these existing substation, thus, we can create large number of local entrepreneurs and large number of local jobs with such good Decentralised Energy Generation (DEG).
Please note that the huge substation capacity for 1000 or 4000 MW in remote area will be a dead investment as it is used only for INFIRM solar PV generation / supply for 2 to 6 hours / per day only (without any chance for hybridisation with other energy resources!!), and the policy makers must separately inform the INDIANS on such investment recovery with low returns and its indirect loading on the TARIFF to the common due to such irrational decisions.
Government must immediately consider INDIA FIRST policy making and not the real estate promotion or business for the few investment partners, be it government or private.
