Residential roof top solar PV system
If there be a vigilance check on the quality of the Residential or such roof top solar PV systems (installed in jungles!! in some states) and it is just a matter of time as INDIA can't afford poor systems to be installed and get away with Subsidy...... When subsidy will not be released (due to such internal audit or vigilance !!), then, all these adventure on residential system will die down on its own......however, if the buyer, is made aware of the facts on Return on Investment, risks of poor maintenance or post sales support etc, the scheme will not find any customer. MK Gandhi ji said "Customer is God" "Repeat Business is the testimony for your good supply / service"......Print and Electronic media are the best tool to educate the people with true facts.....
Biomass Power Project Capital Subsidy has already shown the clear way that it was a complete miss use, suction of equity by Promoters with certification, but, the plants are not running, even worse is that the Accelerated Depreciation is already taken by the promoters on these non running plants due to non availability of biomass or disinterest to run the plant due to low tariff or high cost of biomass.....Debt defaulters are too many, but, no action as few are running on other fuel to run the producer gas Engine to comply to MNRE rule that the plant shall be running for 10 years to honor the Capital subsidy, but, many plants are run on part load (hence the defeat of minimum energy generation and connection to the grid)!!
The Capital Subsidy can be recovered from these part load running plants.... Each MW requires 7000 to 8000 MT of biomass per year and few DPRs and projects have installed 6 MW capacity plant, wherein 15 to 20% is needed for the auxiliary needs, which is also not being met or met through "Other ways!!" not acceptable by any standards, even defeating the CDM norms of Kyoto Protocol..... Hence, a complete overhaul of Biomass power generation including the policy revisit is needed..... I fail to understand as to why a simple gasifier technology shall cost rs. 6.5 crore / MW (pls note rs. 1.5 Crore/MW is the subsidy amount i.e one Equity i.e free for Promoters, if they invest and wait for one year and that too after taking Accelerated Depreciation due to other potato business or brewery business or cloth business, thus, Buy one and Get one free and a Scot Free too)........
There were also low cost debt given to grow the biomass too, in some instances to show the plant revival, but, with agony.....
It would be a good idea to propose these Biomass power Project Promoters to use their plant roof top (or excess land occupied during such projects) to generate Solar PV power and again take further Accelerated Depreciation or Viable Gap Funding or Capital Subsidy for these roof top solar PV systems through the good networks, which the modern day business ethics believes in at the Cost of Government Exchequer !!..... Is this Economy or Pseudo Economy... May be some banks wud be ready fund these Balance sheets too!!
Thus, the money making corporate or business need not pay Corporate Taxes (due to Accelerated Depreciation), but, get free equity (through Capital Subsidy / Viable Gap Funding) in the name of Renewable energy project development....... So, Democracy to create policy to retain the Taxes in the Balance Sheets, further to get low cost equity and debt funding from Exim Bank or such FIs, in the name of Balance sheet funding...... Is this Entrepreneurship Funding to few select people?? Can we see new, young Entrepreneurs (who can't have any Balance sheet as they are yet to blossom!!).... Hope, time has come to abolish the Accelerated Depreciation, Capital Subsidy and Viable Gap funding, instead, provide performance based Interest subsidy (which is a discounted cash flow to the Government exchequer) to reduce the cost of generation and the rural poor can be given low cost power with the necessary controls.
