Mandatory for Solar PV
Here is an excerpts which i wrote to MNRE / SECI to draw attention on WAR RISK INSURANCE and CYCLONE RISK INSURANCE as mandatory for Solar PV under NSM:
Kindly take note of my views to INSURE the national assets both during design and plant operation period and request you to make it mandatory for the NSM Solar power projects.
However, the coastal region is prone to high wind, hence, the structures and solar PV panels mounting has to be designed to withstand the STORM WIND and the CYCLONE risks. But, Cyclone prediction is possible only with few days before, hence, when the project is installed, considering the 25 years of Plant life, it shall be made mandatory to INSURE the plant against the "Storm wind and Cyclone risk" !! This insurance must be bought and kept in place and in order by the Project developers or the system owners.
Please be informed that few corporate companies have already INSURED the solar PV plants in GUJARAT against WAR RISK as Charanka is only 100 km away from Pak border and also few other pv plants in Saurasthra / Kutch area too. Initially INSURANCE COMPANIES did not have this provision, but, a good sense prevailed (through educated communication / perseverance) and now it is a reality and i ask all the POLICY MAKERS of INDIA to understand the importance of National Assets and their protection.
I draw your kind attention to this statement which is very painful and i am born in North Karnataka and is very true and it depicts a black stain to mirror the POOR ADMINISTRATION which is full of UNEQUAL DEVELOPMENT and distribution of assets and facilities in KARNATAKA / in many states of INDIA.
Andhra, despite 65 years independence and Indian Administration is getting divided on the basis of UNEQUAL DEVELOPMENT and EXPLOITATION including Naxalism etc, which pains us the most.... Thus, policy making shall be in the Interest of People (common man) and not in the interest of few Business houses as we have been seeing in the recent decade...
Kindly take note that INDIA has too many UNEQUAL development actions (refer the trailing mail and news clipping) and the recent announcement of MNRE of large capacity solar PV (in Gujarat, Rajasthan and Ladakh) with huge cost of transmission and distribution will again create this disparity and my suggestion sent to you earlier to have at least one Renewable Energy per taluka will make all Taluka places to attain Energy Independence, which shall be our goal through ENERGY ACCESS TO ALL programme at low costs.
Kindly ensure that the large solar PV projects need not end up in Real estate price escalations activity like what happened in Rajasthan as reported in Media earlier.
However, i appreciate your effort to reach LADAKH through a large Solar PV power project, despite high cost of evacuation through Central Grid to prove the NATIONAL INTEGRATION of Jammu and Kashmir state despite the article 370. We also take note that the Assets of the Central Government of INDIA in that state will improve NATIONAL INTEGRATION with increased education, transparency, accountability, growth of UNDIVIDED INDIA.
However, our many Talukas are starving with power, hence, at the fraction of this cost, we can develop many talukas and make them energy independence and request you to draw the policies to help common man at large.
