India follows subsidy regime to popularize solar harvesting
Does the solar programme attain the targeted momentum? In Kerala it created avenue for solar scams. The cause for the present chaos (solar scam) is the subsidy regime. Subsidy regime creates avenues for “scams”. Avoid the subsidy regime and go for Feed in tariff. Amount earmarked for subsidy can be considered while finalizing FiT. The FiT can be described in two parts by the Regulatory Commission. One payable to the producer by the utility and the other is the amount payable by the government (centre/state) to the utility. The second part is the reimbursement to the utility by the government which is the amount the utility already paid to the producer. First priority is to motivate investors. By this process subsidy will reach the last link (Producer/Investor) in the chain. This arrangement will motivate producers/investors which will cause rise in demand for solar modules and Balance of System Components. Manufacturers and all involved in the solar business chain can make profit from increased transactions. It will evolve a healthy market competition.
We are think Grid Centric when we don't have the full Grid network. 300 watt panels will not replace 1000 MW power plants. Too much policy leads to natural movement distortions. We have reached grid parity. Now just need to find out that we have. I talked to a guy in finance co and asked him how he would react to a proposal which involved 4 year payback period + 80% accelerated depreciation in the 1st year. He said WOW and asked if there was any. I told him solar thermal and he said RE is dicey. Since XYZ and ABC did some scam. Promised outputs were never delivered, blah, bla, bla. I told him to divide his doubts and analyze them - 1. human factor, 2. Sun. He did not get the point.
To conclude it is best to let local ingenuity work on applications since we are good in Jugad when it is remunerative. And the best is to let economics work. If solar good for me it is good for the country and CAD, environment etc.
